When moisture gets trapped under a carpet, the pad can develop mold, which often smells musty or like damp earth. I noticed this in my basement after a flood, where the pad turned dark and crumbly, and the odor just wouldn't go away. Removing the pad and drying the area is usually the only fix, since the mold actually grows inside the pad's foam or rubber, not just on the carpet surface.
